		and supports that they need to be successful. In many schools the zip 
		code they reside in determines a student's educational success. There 
		are stark differences for students, funding, and distribution of 
		resources, and access to rigorous courses that are vital to a student's 
		success. These inequities disadvantage many school districts across the 
		nation where low-income students, students of color, ELL students, and 
		students with disabilities make up the majority of the population.

		student across the nation is being asked to meet higher standards 
		without the resources to be successful. States and school districts have 
		an obligation to provide every resource necessary for students to be
